Good laws and good arms (Foundation Before Frontage)
The base decides what the building can hold.
Good laws and good arms is Machiavelli's phrase, from chapter 12 of The Prince, for the foundations every state needs. He added that there cannot be good laws without good arms, which is why he turned his attention to military strength. A state that looks impressive but lacks these basics is exposed the first time it is tested.
The broader principle is that foundations decide what a structure can carry. Machiavelli praised founders who laid solid groundwork, and noted that rulers who rise quickly without it struggle to hold on. Base work is invisible on good days, which makes it easy to neglect. Its value appears only under stress, when it is too late to start.
The limit is spending all your time on preparation and never building anything. Foundations are not an end in themselves. The useful discipline is about sequence: lay a solid enough base, build something visible on it, and then return to reinforce the base as the structure grows.
This links naturally to the idea of a margin of safety. A strong foundation is a kind of margin, giving a person, team or institution room to absorb shocks that a more fragile setup could not survive.
Example
Someone starting to run decides to sign up for a marathon in three months and focuses on long, impressive runs. With no gradual base mileage and no strength work, a knee injury ends the plan by week six. A slower first month of easy runs would have made the longer distances possible.
